Question: I've checked ebay and they haven't got anything, and when i search google i can only find the wig. even a tutorial on making one would help

Personally i am not familiar with the series or the character but at a glance the outfit looks fairly easy to make
I'd suggest buying a large black hoodie which you could pretty easily remove pockets of and the front part of the sleeves.
Leaving the sleeves half attached, i'd suggest sewing the arm pit area of the sleeves closed and doing the same to the wrists (removing the stretchy wrists)
Then you would just need to sew on the white patterns on the hood and chest.
Maybe even using an A-line dress pattern could help in creating a tighter fit in the chest while still getting the fluffy bunched look around the thighs
